Décoder la lettre administrative : le verdict enfoui

French administrative prose buries its verdict under courtesy. The reader's job — at the exam and at the préfecture — is to find the one clause that decides everything and ignore the upholstery around it.

The refusal register, decoded:

• ne saurait être accueillie favorablement = refused. The conditional of savoir here is pure ceremony; nothing about it is tentative.
• il ne sera pas donné suite à… = your request goes in a drawer and stays there. No action will follow.
• nous ne sommes pas en mesure de réserver une suite favorable = the polite HR variant of the same drawer.

Two structural reflexes:

1. The verdict hides at the end of a long sentence. …les vérifications n'ayant fait apparaître aucun dysfonctionnement imputable à nos services, il ne sera pas donné suite… — everything before the comma is justification; the decision is the final clause. Read administrative sentences backwards when lost.
2. Sous réserve de plants a condition with a default. …sous réserve du paiement de la redevance sous trente jours. À défaut, l'autorisation sera réputée caduque. Map it as: condition → what happens automatically if unmet. Caduc means legally void, not "old".

One consolation phrase to recognise: il vous demeure loisible de… — the door reopens (a new dossier, an appeal), and exam questions often ask precisely whether anything remains possible. The items are four letters; find each verdict.
