Reports, expert notes, and syntheses are the register of professional and academic life, and they read nothing like the press. They pack meaning into nouns, hedge every claim, and hide the person who decided. This beyond-B2 unit teaches you to unpack that density: to reverse a nominalisation and to weigh the marqueurs de prudence that soften what the author really thinks.

Two habits do most of the work. De-nominalise: turn the noun back into a verb with a subject. « La sous-utilisation des pistes résulterait d'une insuffisante continuité » becomes few people cycle because the paths don't join up. And read the hedges: il semblerait, ne sauraient à ce stade, paraît nécessaire are not decoration — they measure exactly how far the author is willing to commit.

The excerpts decode a cycling-path report, a hedged research finding, an agent-less administrative decision, and the logic of a note de synthèse that sets two sources in tension. Translate each formal sentence into ordinary French before you answer — the meaning is all there, only escamoté behind the register.
